    Senior Human Resources Generalist - 6716

    Summary:
    Responsible for daily Human Resource functions to include, but not limited to, employee relations and recruitment and ensures leadership follows the appropriate policies, procedures and legal obligations.

    Responsibilities:
    • Involved with documentation related to co-worker counseling, performance appraisals and other required documentation, as well as disciplinary action up to and including termination and making hiring decisions
    • Help co-workers and supervisors settle work-related conflicts through counsel and recommendations
    • Act as a resource to employees/leaders/managers regarding employee issues and interpreting Company policies, procedures and benefits
    • May be responsible for one or more HRIS processes
    • Assist in developing department goals, objectives and systems
    • Contribute to ensuring that actions related to Affirmative Action compliance are in place and being adhered to
    • Develop and place employment and other community related ads
    • Assist in overseeing the on-site organization and coordination of production staffing
    • Assist in monitoring and supporting company policies and procedures and federal/state regulations, including but not limited to FMLA, ADA, sexual harassment investigations, etc.
    • Conduct exit interviews with staff to determine if corrective actions may retain valued staff
    • May contribute to employee communications vehicles
    • Participate in various employee training classes
    • May coordinate and actively participate in new co-worker orientations, interviews or specific subject matter training
    • Perform department audits
    • Perform routine plant tours
    • May perform other duties as necessary to support the HR function or Division
    • Work with senior Human Resource management in a variety of employee relations situations; Offer recommendations for courses of action and resolution
    • Assist in overseeing others in Human Resources and as the Designate in human resource management absence
    • Primary focus for monitoring and updating the Affirmative Action Plan, as required
    • Address and recommend resolutions to more complex issues involving any of the Human Resource programs (benefits, employee relations, etc.)
    • May serve as the Editor for regular employee communications vehicles
    • May oversee/train others in the department or be the designated HR management representative in the absence of that management

    Nature of Work
    The HR Business Partner performs mid-level, professional work, providing consultative support to management. Duties include employee relations and performance management; implementing recruitment and selection strategies; providing assistance and/or support in various HR functions such as staff development, HR policies, job classifications, and labor relations.

    Review of applications will begin on May 16, 2024. Applications will be accepted until the position is filled.

    Starting salary is $85,306 to $100,361 with advancement to $125,451.

    DUTIES AND RESPONSIBILITIES

    The work below is representative of the scope of work performed within this job classification. Individual job duties will vary based on work assignment. 

    *Serve as a business partner by providing consultative services in the area of human resources and organizational development.

    • Provide advice to supervisors regarding employee relations issues and effective practices; act as a liaison between management and employee/employee representative; consult with employees and/or their representatives to identify and resolve problems and issues; assist in developing employee relations program policies and procedures.
    • At the direction of the Director of Human Resources, initiate and/or conduct employee investigations and ensures a fair resolution of employee relations issues.
    • Provide effective coaching, mentoring, and counseling to leaders on various topics; draft and review counseling memos, employee corrective action documents, proposed disciplinary action letters and performance evaluation documentation.
    *Assist the City supervisors with various duties that may span over several functional HR areas.
    • Review and edit position descriptions to ensure accurate information; look for opportunities to create consistencies in position descriptions between like and similar positions across the City. 
    • Research organizational policies and best practices as requested. 
    • Assist in employee development trainings/initiatives in areas of HR expertise. 
    • Provide guidance to supervisors and employees on interpretation and application of City policies and general HR-related questions. 
    • Assist the HR business partners and supervisors in organizing and preparing materials for sensitive employment and labor relations matters. 
    • Perform support activities for Civil Service Commissions as needed. 
    • Lead or assist in projects, team objectives, work goals or initiatives as assigned.
    *Partner with City supervisors to implement effective recruitment strategies, processes, and outreach to attract a qualified and diverse pool of candidates to the City.
    • Maintain effective relationships by meeting regularly with HR business partners and supervisors to understand departmental ongoing talent needs and objectives. 
    • Identify and recommend modern recruitment strategies to identify potential job candidates.
    • Coordinate and attend job fairs and recruitment related events. 
    • Develop relationships with various community and professional organizations. 
    • Design professional vacancy announcements. 
    • Advertise positions through various sources including, but not limited to: social media, web-based recruitment boards, colleges and universities, trade schools, professional organizations, and community groups. 
    *Assist City supervisors with the selection process. 
    • Score applications in compliance with the Veteran's Preference Act; add application points for qualified applicants, as applicable. 
    • Research and develop competency-based selection tools, including but not limited to written and performance tests, interviews and assessment processes and rating tools. 
    • Facilitate or participate on in-person interview panels. 
    • Develop structured interview questionnaires utilizing behavioral/competency-based interviewing techniques. 
    • Ensure all selection activities are in compliance with federal, state, and regulatory requirements. 
    • Assist eligible candidates with relocation benefits, travel arrangements, and expense reimbursements.
    Assist with special projects and perform other duties as assigned.
     
    *Essential Functions 

    MINIMUM QUALIFICATIONS

    Education and Experience
    A Bachelor's degree in human resources, industrial relations, public administration, business, or a related field and at least four years of human resource generalist experience.

    OR 

    An equivalent combination of education to successfully perform the essential duties of the job may be substituted for the required amount of experience.

    Desirable Qualifications
    SPHR/PHR or IPMA HR certifications; experience working in a public entity such as a city, county, or school district.

    PHYSICAL AND ENVIRONMENTAL CRITERIA

    Minimum Qualifications of Education and Experience

    Bachelor's degree from an accredited college or university in human resources or related field.

    Associate's degree from an accredited college in human resources or related field and two (2) years of experience in a similar position as listed in the work functions.

    OR

    A combination of education and experience equivalent to four (4) years of experience in a similar position as listed in the work functions.

    Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver's license and be free of any major traffic violations for the last three (3) years.

    Nature of Work

    Under general supervision, performs a variety of general Human Resources (HR) duties including recruitment, leave administration, updating Human Resources Information Systems (HRIS) and records management. Supports the needs of assigned departments and provides quality customer service. May be assigned special projects or other work functions.

    Examples of Work

    • Administers the leave-of-absence process and adheres to applicable federal and state regulations as well as County policies and procedures
    • Updates employee data in HRIS system including performance increases, deductions and maintenance changes, maintains employee data in the time system and completes employment verifications
    • Serves as first point of contact for assigned departments and provides support related to benefits, payroll and personnel processes
    • Assists departments in the recruitment of employees by creating job postings, advertisements, supplemental questions and rating forms; communicates with applicants on the status of the process; may participate on panel interviews
    • Processes benefit changes (i.e. - birth, divorce, address change, and new employee setup)
    • Collaborates with other HR staff on various projects, serves as back-up to other HR Representatives
    • Assists with open enrollment including paperwork preparation, meeting with employees and follow-up
    • Interprets and communicates HR policies
    • Initiates and implements the County's interactive Americans with Disabilities (ADA) process
    • Completes other activities as assigned
